February 2003Facility Condition Assessment This assessment was completed by VFA, Inc. of Boston, MA. This organization has teams made up of engineers, architects, and inspectors that thoroughly analyze and evaluate a property. The final report prepared contains a Facility Condition Index (FCI) that represents the deficiencies found and improvements needed factored against the property value. An ideal property has a value of .05, The WCTC property had a value of .43. This value of .43 was determined as follows:
These numbers came as no surprise. All the items pointed out in the report had already been documented by other sources, but this was the study required to allow the school to seek grants and loans. The value shown above were costs to bring the existing property to the acceptable level, including no additional space. In evaluating these numbers and the current space requirements, it was the consensus of the 3 facility committees (Cooperative Board Facility Committee, WCTC Staff Facility Committee, and the Future Search Facility Committee) that the most effective solution would be to increase the size of the existing structure, and renovate the existing space. The application processes to gain funding were started.
